Lightbicycle or DT Swiss rims for £200 or £100
Shimano Hubs (heavier but bulletproof) or DT Swiss 240 or 350 for £40-100

And of course don't forget to check FB marketplace for boomers selling used bikes with great spec for cheaper than all these components individually
And if you're serious, £30 for a Dremel and some burr heads, £10 for some carbon tow and plain weave, and £20 for some resin
If your ti frame is 1400-1700g (which it should be for normal riders, any lighter will be too flexy unless it's some boutique incredibly expensive CAD designed 3D printed tube joint frame), then it's easy to go sub 7kg with great second hand components for well under a grand
