With all the tax, infrastructure, and zoning woes, why hasn't there been a more substantial effort in promoting retail trucks and regular street fairs for businesses besides food?

Maybe not so archaic, but I've noticed that a lot more communities are trying these temp stores that only are leased for a few months at a time before packing up. I know food trucks are a thing, but what's stopping all these boutique stores from using trucks and vans for their business?

But for anything that is 2-3 offices with phone + PC, and one front office/queue, it makes perfect sense.

I´ve even seen them for branch offices for construction firms, where you see a larger temporary installed unit, which just contains a larger coffee room and some offices.
Usually next door to some kind of construction workers variant.

They sort of do on the weekly markets around here, though also many of these set up tables around the trailer/van.
One major problem is that you need somewhere to put it, with enough space that it's not in the way enough to disturb things but still well reachable so people will come.
You need a lot of people to buy from your little trailer for it to break even. The vehicle and staff cost substential money, and you rarely have a spot where you can set it up entirely for free, especially if you can't sell straight out of the vehicle.
But if you want to sell straight from there you can't have a lot of wares to sell, so that only works for something small yet expensive. Mind you, you also need to find customers for that.
Irregular availability also makes things hard, as by far not all who would want your wares will know where and when to find you.
That's also why it tends to work as a bus-converted-to-supermarket for remote villages. Still better than nothing at all. But as soon as there's even just one shop reasonably close, your severely limited stock and high prices will make people go to that shop instead.

Imagine you live in that particular street or have a business on that particular street. Suddenly there is a business at your door step and he's just allowed to be there. Bonus points if it's a food vendor who parks in front of a restaurant.
Before you say that wouldn't happen like that it literally does happen like that.
Plus the rules and regulations in place for mobile businesses are very strict, so strict in fact that I know that unless you're selling prepacked food a food truck is basically illegal in many states that have them.
Also for some reason these vendors provide elite food as opposed to food anyone can afford, as such they must be present in high dollar locations that are already desirable to begin with and have no issue attracting store front businesses, so a mobile business solves no problem at all.

I had an Idea along the line of the same -- Live in Toronto -- lots of street car tracks and Street fairs -- have street car haul a "train" of shipping containers on wheels in just before fair begins -- they have power collectors from over head wires -- they can have power and lights etc. -- the Street car comes back and hauls them back to the yard and is all back to normal.

Where are they all going to park? If it's anything like food trucks, some cities will make food truck plazas and such or essentially parking lots for them, but then that same lot could have been a larger building containing multiple stores. Seems more the sort of thing that works in more rural areas (the ubiquitous bbq shack on the side of the road) than denser urban areas.
