He will proclaim support for whatever he thinks the people in the room want to hear from him, and that results in all kinds of contradictions. This is what allowed him to get elected in the first place, a lot of people can project their hopes onto him and shrug off the parts that don't conform to their own beliefs. One minute he's sucking up to religious outerborough weirdos who want to open gay conversion therapy clinics, the next he's trying to get gay refugees from slave state theocracies to resettle here.
The most important thing adams has done for transit is to "say the silent part out loud" as the kids like to say. That is, he effectively admitted that actually enforcing traffic laws would cause the city to break down in a matter of days because most of these laws only exist so that the "there oughtta be a law" types can be placated. Nobody here is willing to admit that. Especially not the delusional numtots who refuse to admit that the MTA is a dysfunctional useless mess.
Once I see the piggies enforcing bus lanes other than the one on 14th street I MIGHT believe he actually cares about public transportation. But he's from outer brooklyn and populist politics here are cynical about non-personal-automobile ways of getting around, because people have learned that trying to improve things usually just makes it worse, unless the immediate beneficiaries are rich people, in which case it makes it a little better for them (but worse for everyone else)
