I've driven on highways like this in Europe where they had one middle lane like that for overtaking from both directions of trafic; it worked well.
Everyone sticks to the right side of the road and only goes down the middle if they need to overtake and no one is coming.
Not sure if this is the same concept here with the bike lanes, but I'm assuming it's something similar. It works, but only if the country's drivers aren't complete retarded fucking tools like they are in NA. It would never work here for that reason - you can't expect suburbanite landwhales to be able to adapt to changing road conditions. They must be kept on rails, with strict directions and regulations, in order to not crash their SUV while eating a cheeseburger.
