My metropolitan area is a bit more sensitive to bike/pedestrians than other types and the local branch of the state highway department has been building wide sidewalks adjacent to the frontage road.

It's a nice thought but from reading /n/ and transit blogs they'd likely just sneer at it anyway for petty reasons, so...is it a waste of money, or is this a novel concept that needs to be expanded?
