Depends on what you want it for. Read sheldon about peugeots and french bikes. I think even the shitter ones can be rather nice. Especially their paint. That metallic blue, with chroming, and even lug lining, is very pretty. The saddle and stem are also nice upgraded parts. The centerpulls are awsome.
I don't think the fork is necessarily bent either (if it was that would be a pass). You'd want to make a call on that in person.
I don't take the 'state' of it as a bad thing, actually it's a good thing, you can get a good price, and you want to overhaul and upgrade that kind of thing most of the time even when it's presented in 'good condition'.
French bikes are a fun challenge.
Imo that bike would be a fantastic project if you already have some other bikes and tools and experience, to convert to an upright cruiser bar, not spend much money on, and have a flatland beater. If you go to 700c wheels you'll have a LOT of tire clearance.
If you want a good road bike, a serious tourer, or you don't have a parts bin, then I wouldn't.
