Why do dill/fennel plants grow so frequently alongside rail infrastructure, particularly in Australia?

This scraggly speciment was found growing next to a rail bridge in a metropolitan area, but across rail lines in Victoria, Australia (both urban and regional) dill/fennel plants can often be seen growing alongside tracks. Is it that simply they are a common invasive plant species or perhaps rail workers are very fond of dill/fennel?
