His kayak is held in place and pointed going up stream. So he doesn't get any resistance on the oar strokes. Looks like all it is is rowing form practice. Which could be done sitting on a bench.

OP is questioning the carbon footprint which is a deranged leftist thing to be concerned about. there's plenty of other things that have a carbon footprint and it's not really that weird compared to other things that people do like drive vehicles for fun, it's analogous to an indoor cycling, gaming or home theater setup just that there's running water, there are waterparks and people have their own pools and hot tubs etc.
