why are there so many bicycles without the top tube?

It certainly affects the structural integrity but my question is does it affect it enough to matter?

easy to get on and off the bike, especially one loaded with pannier bags
its not good for a going up hills, too flexy but most importantly most step though bikes have the wrong posture for hill climbing
maybe those E Bikes have a super strong down tube ? I know that's where a lot of them keep the battery

The original purpose was for 19th century women to be able to ride while wearing a skirt. Sloping top tube have persisted as "womens" bikes long after women stopped routinely wearing skirt.

Like others have said though, step through frames are also good for old or inflexible people to not have to swing a leg high over the frame to mount the bike.

Because leaving out the top tube requires changes to the geometry of the frame that makes the bike ride like a barge: steady and true but lumbering and slow. On my Cross Check, I feel like I'm steering the bike almost as much with my hips as I do with the bars. Compared to that, my aunts town bike feels like a block of cement with wheels.
Mixte bikes mitigate this problem somewhat, but then again they are not truly top tube-less, they just have their top tubes moved further down, which is really just a slightly more extreme version of the sloping top tube found on most modern mtbs (including the one in your pic).
Bottom line is that when discussing this type of stuff, you have to maintain a more holistic view of frame geo. Minute changes can make a huge difference in handling and comfort.

When I see a bike with no top tube, usually they compensate with a very thick down tube. No doubt this is worse and heavier. But they're popular with women who don't want a "man's bike".

my aluminium track frame weighs 1.8kg without the fork or anything, you can still flex the rear triangle easily when the wheel isn't in it. all bikes flex more or less and people can feel the difference like with track cranks etc.
