It depends on what the bike is for. If you're likely to be riding across rough terrain or doing jumps sloping will be better, for everything else horizontal.

sloped = stiffer, lighter, comfier (because more exposed seatpost)

horizontal = microscopic aero advantage

I personally prefer the horizontal top tube. I have a beefy all aluminium handwelded roadbike from the early 2000s from a local bike builder with a horizontal top tube and I dig it. The extra frame space allows a big bikepacking framebag.

Sloping top tubes look feminine to me. But they make a lot of sense from a commercial perspective since they are unisex.

On a sloping tube the teardrop shape of the bag does not come to its full potential, but on a straight tube it does

Horizontal is better aesthetics and looks faster. Probably has a very minor aero advantage but that area is already dirty air from the headtube and disruption from thighs

Sloped allows for a more compact frame, which is lighter and less flexy, and a longer seatpost, which absorbs more vibrations and is more comfy, so objectively sloped is a design improvement.

The Tour de France was won lo ast year on a Colnago c64 flat top tube.

The Giro d Italia last year winner and current leader is doing it on a Pinarello Dogma which has the "shitting dog" top tube.

Neither winner's bike has dropped seat stays, the fashion symbol that supposedly every frame needs.

By the mid 00s any frame of even middling quality had carbon stays, if not full carbon. Anything that was all aluminium by even 2003 is a shitter

Dogma F has dropped stays.

TdF was won on a V3Rs, which is sloping and has slightly dropped stays. C64s with high geometry and flat top tube are extremely rare. Almost all of them are sloping.

It's amazing how much you managed to get wrong with so little text.

Ngl, I'm planning on building a road bike soon enough, but the heavy step-through is a comfy upright position, and believe it or not, a lot of people seem to compliment it. They mention how omafiets are the comfiest thing they've ever ridden, and they're surprised that a step-through with MTB gearing can do some very respectable speeds.
