Hear me out. What if I bought a cheap frame and build it into a funky TT bike. The idea is to swap the front fork and wheel for a 24 inch fork and wheel and the cranks to 140mm ( my default ,.I am short) The seattube will then be more directly above the bottom bracket and the BB height will drop as well which is desirable since the shorter cranks reduce bb height requirements. The sloping top tube will now also become almost level. All of this will overall lower the profile of the rider aiding in safety and aerodynamics.

No. I spent over 500 bucks on crank lengths. I know my cranklength for optimal power and it's 140mm. It also opens the hip angle in my TT position and adds significant comfort and endurance over distances, plus it increases aero.
