Why don't bicycles have a vertical seattube with a 0 degree angle?
Unicycles have it. It might require a saddle swap to a unicycle saddle.

because unicycles and bicycles have a small, but very significant difference, op, that means the rider's posture will be different for each. if you think hard, i'm sure you can figure out what it is.

because back in the day, they (roadies) used to think that having the seat back was advantageous
turned out it wasn't, now everything is shifting forward, but there are still regulations (UCI) in place, so they're only allowed to go forward so much
essentially, the UCI decides what bikes look like, manufacturers respect the UCI rules

long story short, the mafia of cycling (UCI) is destroying innovation

Because riding with 100% of your weight at or ahead of the point where you should be supporting that weight is a recipe for terrible handling and severe hand/shoulder/neck problems. On a unicycle you're sitting perfectly upright so you're still centered.
