People in Mexico ride mainly 90s MTBs (and BSO equivalents), BMXs or cruisers, all beat up to shit for the 95% of riders that do it out of necessity, so having a few roadie things in stock can help you find a niche. Used bikes are basically worthless so flipping them isn't really a thing here unless you find them underpriced and just put lube and a tune on them. Used parts move a lot because people are cheap, though.
I'd say your best bet is making a mobile shop with an old van and setting up shop at the tianguis, those guys are always busy but they have to sell their work really cheap.
