Tandem to cargo bike conversion?

Is it a good idea to buy a tandem bike and remove the back handlebar/seat to convert the thing into a cargo bike? I feel like this is the cheapest way to get a cargo bike.
Why shouldn't I do this?

You could do that. I've also seen actual used cargo bike frames on Craigslist and elsewhere for not too much money. The advantages there are all the pre-constructed attachment points and a more modern look. If appearances matter to you that is. Your call.

Not a lot but I guess it would be more stable/solid and more convenient depending on the type of load. And you could put more and/or bigger panniers on such a converted tandem.

Could you set the pedals up to be 90deg out of phase with each other for more even power delivery (with two riders) or would that fuck up the balance while riding?

Yeah, it's a pretty common thing to have the pedals out of phase. It's smooths out the power delivery.
Makes it a little harder, to get started from a dead stop.

Would riding feel a bit weird since your cranks aren't directly connected to the cogset? Like a bit sluggish and requiring more effort?
Could you just remove the rear cranks and install a normal crankset at the front and directly run it to the cogset or would that cause issues with the chain being too long, the chainline or whatever?

I don't see much of a point to this. After removing the seat it's still only a tandem with a seat missing, you still have to fab an elongated rack with me attachment points, and panniers will probably snag on your biblical drive line.

You just described the entire concept of a solo rider on a tandem.

There is a nice term, 'catenary'.
With such a long chain you would need some extra hardware to tension it. Probably something from the world of recumbents.

That's why most of them besides performance and pseudo performance models have rear suspension, if not full suspension, and unlike uprights recumbents don't suffer from pedal strokes wasting energy in suspension bouncing because the direction is different. Also you can very much use your upper body to pull on the handlebar and put more power into the pedaling, it just feels less effective because you can't bounce up and down using gravity.
