I don't see it ever going back to dark streets and alleys, especially in today's paranoid safety-obsessed soiciety.

Having dimmer and more pleasant lights would be a good start though. There should be a balance between visibility and comfort.

Interesting idea. I'd support this 100% if it was only two hours before and two hours after, for a total of four hours.
Nothing stops people from carrying flashlights and lanterns, anyway.
