If we're crayoning it, a Quebec-Fredericton (capital bonus)-Saint John - Moncton - ... - Halifax HFR line that cut through Maine looks okay-ish on paper. CN has American operations, so perhaps the track would be owned by them. It'd be electrified (paid for by Via Rail), so they'd set up an electric district around it, offering relatively fast unit freight train service to Saint John/Halifax.
