you reach from the other side and you can tap them out with a screwdriver/ chisel
most cup and cone hubs you can do this but some cups don't have a lip that protrudes past the hub body so those are kinda impossible.
reinstall is the same, just tap them in carefully. A hub body is pretty resistant to damage from that unlike a head tube so you don't need a press.
The rear cup on freehubs is a bit different, there are 2 notches in it and it unscrews reverse threaded, you can make a tool for it with a big socket and a hacksaw and a vice and a file.
Then you also have to futz with the spacers to get the preload right. The reason a lot of shimano freehubs (from new) have some play is that this spacer arrangement is not correct.
Compatibility with wheel internals is fucking annoying though considering how the sealing relies on tight tolerances between stuff. Aside from that there is a lot of compatibility
