You ever think about how much more effective the pro-rail crowd could be if they developed a working vocabulary for discussing specific challenges/obstacles/problems in a way that lends itself to collaborative, politically conscious problem solving, instead of just using the word "NIMBY" as a generic hand-wave to capture "anything I don't like/all the people who disagree with me/any shit that's actually complicated"?

In the area where I live, they built a highway around a railroad, with the train in the median. Its always a treat when you're there when a train is on the tracks.

More or less the same reason you can't just slap a Shinkansen set on one of the transcons, or even the NEC.
Rail ROWs being used for freeways, on the other hand, worked great.

No, it's the Mopac Expressway in Austin. Sadly, only a relatively small part of it has the rail in the median.
