I would take it to a shop and ask them to trim the rear derailer loop. It is WAY too long. Or buy a cable tool and do it yourself.
This is a sign that the guy who overhauled it before you was a noob.
He has also used a quill-adapter to convert the front end to threadless, which makes it much easier to adjust for fit, and makes the bike look garish.
The cheap flat pedals he's used are a good modernisation. The cheap grips are shit and I would upgrade them to ESI or Oury or something nice. I also don't like the matchey, I would pick a contrasting color like blue, yellow, pink, or just go black.
It's also worth noting that the Suntour groupset ont his bike is esoteric. Suntour does not exist anymore and did not exist for long after that bike was made. Shimano completely took over the market in that era because they had better cogsets, but in many ways, Suntour was actually better. Those shifters take meme inner cables, and your indexing requires a meme cogset. It is good that the bike is mostly original and while you can convert away from suntour if you wish over time as stuff wears out it is more complicated than modifying a shimano bike. You just want to be a little bit careful. If you do trim that rear derailer cable don't think you can just replace it easily, be careful to allow it to be re-used. Cut it cleanly before where it frays at the pinch, pull it part-way through the housing, then make sure you remove more than that length from the housing, push it in, and you can re-use it.
