Honestly if the money was used to build infrastructure in poor countries that would already be huge. I recently watched a short documentary about the challenges of producing chocolate in Ghana one of the largest coca producers in the world. And one of the big issues was unstable electricity and therefore problems in the cooling chain. So that's why most cocoa is exported to Belgium and reimported as chocolate instead of building local industry. Poor countries need investment in their infrastructure, education etc.

Basically, this is also what countries like China and Russia are doing and they are buying themselves political allegiance. Plus it does not help that the French, British, Belgian, German, etc. did colonize these people, and especially the French "egalite fraternite, liberte" were quite adamant about keeping their colonies post WW2 (cf. Algeria, et al.)

They had infrastructure post colonialism but it was left to rot. How do you think uk and France extracted value from these places? What's do say the $1 trillion infrastructure investment wouldn't be derelict in 10 years? Better question is how are you actually going to build there? The problem is that the entire world refuses to acknowledge that many subsaharan "countries" exist an abstract idea on paper at best and are very close to being little more than very elaborate cargo cults. Africa is poor because the entire world at large refuses to interact with the people who are actually recognized as being "in control" by the locals (despite them not having any or only very little power in our modern industrialized world) i.e. tribal chiefs or local militias and insists on funneling all money through corrupt fake governments instead that are hellbend on not spending a single dime on the people as keeping them poor is the only way from keeping them from challenging the status quo.

Stop blaming Africa's problems on everyone else. At a certain point, you have to realize that they've been given plenty of opportunity to make something of themselves, and let it rot every time. Oh, they got exploited for resources? Boo fucking hoo, so did all of South America. Peru was nothing but a silver mine to Spaniards, and it still manages to be a (somewhat) functional country.
