Even in Los Angeles, where it was estimated in 2019 that the average commuter spends 119 hours in traffic a year (measured by the extra time during peak hours), which calculated out is less than 30 minutes a day (round trip), doesn't mean traffic has come to a complete standstill (or on highways for that matter), just slower, and this is one of the most extreme examples.
