You do have to go around the maritime mountain to get to one point to another.well that sucks they're probably just making it expensive bc the costa brava is posh. In the Algarve you just take the little town bus which runs down the beach road from town to town and you can prety much do that all the way from Estremadura to Portimao
Spain also probably concentrated the bulk of their coastal lines in other areas that werent in open rebellion until a few decades ago.
