My city in Australia for example, is just so far off
>Drive from my house to the CBD: 40 minutes>Train: 1 hour and 30 minutes, with a train change>services every 30 minutes at best, every hour or more at worst>Barely any security>Ice addicts and smelly cunts everywhere>Trains are from the 1980s, run down, filthy, slow, loud, etc>trains cancelled and replaced by busses at the drop of a hatSo it's just not an option for people in my city unless the trip is very short. And even then you have to tolerate the filth, drunks and criminals.
Now in a civilised country this would be
>Modern and clean train>Services every 5-10 minutes>High speed rail means I'd get to the city in equal to or less than the time it takes to drive>No criminals, drunks, etc as societal standards dictate people must behave on trains. Enforced by police/guardsAustralia so far off the above I honestly do not believe we are capable of it. Throw in our underclass of reffos and immigrants committing endless crimes/rapes on trains and such, it just aint gonna happen.
