Add more bus routes, and if cars have 3 lanes, turn one into a bike lane and the other into a bus lane.
Now car travelers will quickly get stuck in traffic hell while watching cyclists and buses fly past them on either side.
Hopefully this will convince them to stop driving unless it's absolutely necessary.
It's also something you can do very quickly and cheaply. All you have to do is buy a few buses and paint some lines on the road. Maybe put up some bollards.
