The D&R canal wasn't exactly large and ready for modern commerce or even most private vessels to start with. You can bike along the tow path today, it's a popular recreation area. It'd probably take hundreds of millions of dollars to make it a seriously navigable waterway. Not to mention it goes through richfag NIMBY areas that'd die before letting you do anything economically useful in the area, look at what they did to the Somerset Freeway plans.
