Just unscrew the fenders and put it somewhere where you can spray paint it with this:
Krylon Premium Metallic Original Chrome It's $9 at any hardware store. While you're there you may just want to buy a new screw for the fenders or you can just spray em too.
Rustoleum makes a chrome but it's cheap. Duplicolor (the company that perfectly matches car paint colors in the can) is $66. Choose the middle path and rattlecan those bad boys.
What are ya riding, OP? Looks like a good vintage ride with only minimal surface rust. I see you havent yet replaced your canti pads- do that too.
