For example, I lived in Florence, Italy for 8 months. I had a bike and a bus pass. My friends who did the same program lived in Fiesole in a nice house and even though Fiesole is like maybe 15 minutes from the Duomo it was nearly impossible to take the bus from there it ran hourly. Everyone there was posh and had a car in Fiesole while most Florentines had a Panda, maybe, split between a family.
Point is even in one of Europe's most historic walkable and bikeable cities you took more than a few beats out of downtown and you weren't finding good public transport.
