At the same time, I don't feel people who choose to live in faraway suburbs need to be catered to. It's more important to build a metro that serves the downtown and near-downtown, and then to tell companies "You're free to build residential skyscrapers and multi-use skyscrapers anywhere you want within a five-minute walk of any station." I don't mean to say faraway suburbs deserve nothing at all, but they shouldn't be encouraged, and thus should not be invested in as much as downtown.
So, for a single city, a radial design, where metro spokes come out from city center, makes sense. (this does not make sense on any larger scale, like for entire countries, however!) For going between suburb to suburb in a way that doesn't go straight inward or outward from the city center, or for going in a circle around the city, buses should be used instead, as long as it doesn't end up costing more than a metro would.
I definitely don't mean to make transit harder for anyone at all, by this post, but to invest most in what's sustainable and would cause organic growth in a beneficial direction.
