Is there any waterproof jacket that doesn't

A) Stop being waterproof after a few exposures to rain

B) Have such thin plastic that it rips like a plastic shopping bag

I just wanna cycle without getting wet (unless there are hunky men in the bike lane with me lol)

Try a canvas rain coat. You will have to keep putting water proofing treatment on it though.

Goretex, softshell and shell isn't water proven... its just impregnated with a coating that will be drained as it experiences rain or gets tossed into the washing machine. You can buy impregnation for washing, but that still require ironing for it to properly fill the fibers, and it will never be as good as when its factory mint.

This, doesn't need to be military aurplus, just get a nice gortex shell in a sale, comfrotable, waterproof, light, durable, breathable. Literally ticks all the boxes, buy one that fits you as snugly as possible so you can add aero to the list. It comes at a cost but that's just the way it goes, you want something that is the best at what it does you are going to have to pay for it.

What do you mean? If it has a GoreTex or similar membrane it practically can't become un-proof.
What will happen is that the water repelling coating wears off and the top layer takes on water. The jacket still remains water-proof but you'll get uncomfortable pretty quickly.
In this case you just re-apply the coating with a spray.

Anything you find at decathlon beside the cheapest option should do the job.

Anyway prepare for you feet and legs to be wet mostly. Get proper shoe protection or waterproof boots. Poncho or waterproof overpanta for the leg.

Depends on if the second layer is a actual rain jacket lined with heat fused tape or not.
Quite of few of them are just shells with some fleece/microfiber mesh inside that to make it more aerated

There's a difference between losing water repellency and not being waterproof. Gore shake dry eliminates the bonded surface fabric which absorbs water after the surface treatment wears out and uses just the waterproof membrane.

I've heard good things about Neoshell's breatheability.

Some of the perforated poly urathane rain jackets have decent breatheability (not as good as the fancier stuff) with a silicone exterior. I've got a sugoi one I've worn for daylong randonneur rides.

Regardless of what you pick if there is 100% humidity in the air, the sweat vapor you generate inside a jacket isn't going anywhere.
