A 40kg drone is designed to stabilize itself in certain weather conditions carrying a 40kg load.
If you fly with two 40kg drones, and one drone loses lift for some reason, then for a moment more than 40kg would hang from one drone, , plus it needs to carry some weight of the other drone, which it probably couldn't cope with.
