Parking, fuel tax, registration, insurance, what have you would be much higher if governments were aiming for cars to cover it's own cost.
Not to mention other external costs that cars and their infrastructure cause.
The only study applicable for a European country is the
heise.de one. But it doesn't include revenue from police ticketing.
I would like to find examples of more European countries.
I would also argue that spending on train subsidization is saving on road subsidization, but I do not know for sure.
