why are so many useless bike rack designs still made? are these just installed to satisfy a technicality and provide an exuse for cagiebrained developers to forbid leaving bikes anywhere else?

This is a perfectly acceptable bike rack. It exists to park your bike up for 5 minutes without locking, not to leave your bike there on permanent residence. Abandoned bikes are a bane that eventually infests all bike racks you can lock to, eating capacity and looking unsightly while being impossible to deal with legally- it is private property and breaking the lock would be destruction of property, yet the bikes are always so shitty that thieves won't steal them even without a lock.
If you want long-term safety, get your bike indoors. Indoors bicycle parking should be a thing in more places, and it can even be inscentivised for businesses to make those by giving them value proposal in making them paid. A dollar a day for a year is still cheaper than a decent bike lock, and definitely cheaper than replacing your bike every year because that decent lock did not deter a man with golden hands.

I have one in my garage but in public it's just nah. I won't use them. All bike racks should be a variant of pic rel

it's insane that people, not randoms, but people you know in person are still openly hostile towards cyclists like that in 2022 considering all the things.

Though you could carry a cable as a ulockfag so you can always just lock the wheel to the frame and cable to stuff if these's no applicable u-lock spot.

2. the people who would use them are not "political cyclists", instead "political cyclists" who have no interest in ever using them will give any opportunity for feedback to push their agenda by advocating for something that sort of works for shitty dutch bikes and doesn't work at all for a bike with a derailleur, a modern braking system, or whatever else. This is by design because the purpose of cycling for those kinds of people is to wage a culture war and not to actually ride bikes

Who gives a fuck, you should be able to lock your bike to anywhere with a fence, the benefit of the bike rack is mostly for planning purposes. In America the fence welders are union or skilled laborers and the hamplanets will crash through the walkways and sue, so the fences are already strong enough. If your bike is nice enough to steal then buy a cheaper looking bike to ride around the city.

To answer your question, the colleges make lots of money to graduate worthless art majors, and some of them fancy themselves as architects or exterior designers or whatever the fuck they are called.

It's about having a bike that you don't care if it's stolen. It's very hard not to grow attached to a good beater though. Even if it's not worth much money.

The true solution to the bike parking problem is for everyone to strap their wheel to their frame when they park it, so it can't tilt or fall. Leans so much easier then. Half the people I try and shill into this and even give a strap look at me like i'm crazy and that's too difficult for them and they need a kickstand.

on what planet is a solid concrete block cheap to transport? It probably weighs like 200kg and needs a hoist or like 4 dudes or something to install.

The metal hoops flatpack and are reasonably light.

One of the worst bike racks I've ever seen. They were going for a grass motif to match the branding of the shopping area. Just a stubby pole with a loop at the end for a cable lock. Probably can't even keep a bike from falling over.
