Here is Warsaw on 1st of November, when everyone visits their dead relatives in cemeteries and special lines are launched to accomodate that.

Only for the city festival. Downtown Reykjavík is almost totally closed to cars, and there are shuttle buses between where there is parking and the downtown area.
In Vestmannaeyjar, which is a small town on a island, there are buses during their town festival. Traditionally those were trucks with temporary seating added, but for the last 10 years normal buses have been used.

i visited awhile ago. pretty decent driving culture, didn't have any reason to fear crossings or drivers at all.
