It seems to be a common shortsight here that crime levels are not included in a city's walkability. If there is some non-trivial chance of being robbed/accosted/mugged/assaulted/catcalled/etc. in public areas, that will affect peoples' decisions on their mode of transportation and exposure to that space.
Crime needs to be addressed actively, not passively.
In my case, personally, I live in the minneapolis-st. paul area. An area that is often touted as having great public transportation and walkability, at least in the US. However, especially with the events of the last few years, our crime rate has massively exploded driving people from the cities to work remotely or commute via car.
Human nature is to seek a favorable environment. If that environment becomes hostile people start looking for a way out or limiting their exposure, like sitting in a locked car at a stoplight instead of saving time/money and riding the light rail.
