I've done intercity touring by bike in my area. The sections on rural highways aren't terrible, but I definitely feel like I'm taking a risk. If someone thought they could take a section of underutilized railway and turn it into a non-car tollway, I'd pay maybe 20 cents per kilometer (so $10 for a 50 km day of touring, or $20 for 100km if it was more of a roadie outing). And I'd know that money would probably go to grooming the trail or maintaining washrooms/water stations. Maybe $50 per day if it was bundled together as a planned tour route with camping stops included.
In the city? Probably more like 10 cents per km, and it'd have to be pretty nice to compete with the alternatives.
