It usually is done simply because it makes sense. Making it mandatory would lead to a lot of money being spent on perfectly redundant regional trains between towns already decently connected, as well as empty regional trains that go from tiny village to tiny village as the high-speed line tries to go around bigger settlements in areas with no long-distance stops.

No. Most HSR lines already parallel a conventional rail line, which usally also runs closer to the population center than the HSR line.
If anything, the issue is to keep said conventional line open despite the HSR line. Spain closed down the old Madrid-Valencia line just a few weeks ago for this very reason.
