Should we regulate bicycles?

Asked /o/ already, today at work I was driving the work van and some kid ran right into me. It was a blind corner and I was making a right on red while he had a crosswalk, but he was riding from the sidewalk and slammed into me as I was inching forward. I don't blame the kid, he was only like 8 years old, but he wiped out. He flew right into my hood, rotated on the ground, and was unconscious in a yamcha position with his neck all fucked up.

I called 911 and wrote a report with the cops (mostly giving my contact info and for proof of incident for work). I didn't touch or move the kid, I'm 99% sure he had a neck injury because it was twisted so far beyond what I'd consider fucked. He was breathing though.

Anyway this kid must have impacted at 20mph. While I appreciate darwinism, I think he just assumed because it was a walk sign he was safe to run through the crosswalk on his bike. This kid could die, and the parents are to blame too.

Should we mandate licenses or something to use bikes on the road? Maybe a test? I know calling for more regulation sucks but kids don't need to share roads with 3 ton fleet vehicles.
