It can be generally there is at least in the bigger cities somewhat of a push to reduce the amount of cars and improve public transit and cycling infrastructure, how effective these measures are tough is completely different question.
Also, at least here in Germany, even though there still remains a lot to be done, I feel the amount of grey- and griminess has generally gone down a bit.
