>>1873623>>1873665My bet is that it's an office building or hotel that has a big atrium with multiple levels of balconies and mezzanines and intermediate floors the elevator doesn't normally access. The Bonaventure in LA is like that and has intermediate levels that the main elevators skip and you have to take stairs up or down from where it does go, they've got them labeled normally and the elevators just go to 1, 3, and 5 (the levels on the right of the photo) whatever but I could see it making sense with them labeled as half floors too.
Pretty cool building btw, definitely worth a visit if you're in downtown LA. One of the most sci-fi feeling places I've ever been.
