I've stopped being upset about this, really. Deaf and hearing impaired people are a thing, and our infrastructure should be able to accommodate them. The fact that a much larger fraction of the population voluntarily impairs their hearing just highlights that fundamental issue.
Don't ask the sheep why they meander so, ask the city why they didn't make rights-of-way with sufficient space to pass.

Unless you live in some pre-industrial European city, our roads are too fat and need a diet. Put some additional cycling/pedestrian space on the edges.
Also makes cars drive a little slower, making the sheep less likely to get hit by a car, and less likely to be KSI'ed if they were hit!

I have been this person exactly once, and only because I wasn't used to living in cities where bicyclists actually used their bicycles to commute.
