Anon I got this old bicycle my brother left in the garage before moving to another country.
I would like to use it except its honking big for me (60cm St measured centre-top).

Can I just go to decathlon, buy a frame in 53 or 54, have their mechanic put everything from my bicycle to the frame or such things can't be done due to reasons?

Pictured: Viner promotion, just like the bike I have in the basement right now

no. most of those components have old standard measurements which won't fit on a modern frame. you'll have to find a small old steel frame

You should inquire at a small bike shop, not a chain store like Decathlon.

Or find a frame of choice on eBay and do it yourself.

It is highly unlikely you'll find a frame with exact same standards as the donor one. For a start - it seems the picrel has a quill stem, which suggests ( but not guarantees! ) 1" headtube.
Even the most basic frames these days have a tapered or semi integrated headset. Getting quill stem into such is possible, but requires some faffery.
Likewise - seattube diameter is very likely 'different' to whatever you'll get. wheel mounting standard _might_ be off.
Generally speaking, swappage is possible, but expect trouble, extra expenses and you need to be very careful when choosing the target frame.

swapping the parts will require at least $75 worth of specialty bike tools.. then you will need new cables and bar tape around $50. Don't forget to clean and grease all threads. Ohh and make sure the new frame isn't bent.

It's work but if you get all this shit and go through with it, you still quickly have access to the hobby of bike building. Just expect to spend money.

If you are trying to save money, bad idea. Sell the bike and buy one your size

easiest would be to find a bike flipper on craigslist or similar website and ask to swap for a similar bike. if he wants like 50-100 euros that's still cheaper than it would be for a mechanic to do a full rebuild and service
