From what I've seen/read, roads in North America commonly have the problem of being overly permissive of speeding and forgiving of mistakes. They seem to safeguard reckless drivers. They don't "seem' dangerous and that's exactly why they are, especially for people outside of vehicles.
Another can of worms is that almost everyone drives in North America and not everyone is/can be a good driver.
It is anecdotal, I admit. It just seems that way to me from my experience being around Italy, Slovenia and Croatia. Not much of a sample size.
