Maintenance and emergency vehicles have the whole track section blocked off anyway, they only have to worry about themselves. The coordination required to share a block with big freight trains, contracting with the track owner and communicating with the control room, that makes just driving on the highway look cheap and easy! It would only work if rail was the only way or if the bus company somehow owned and maintained their own track. Ultra-niche.
