What can Europe do to shift more freight back onto the rail network and off the roads?
What are the Latvians and Lithuanians doing so massively different that over there rail is actually the dominant mode of freight transport by a pretty large margin?

Upgrade railroads using modern technology like US did. (Actually Europe can't do that they stuck with 19th century tech forever).

Russian railroad transit in and out from Kaliningrad (formerly Königsberg).

Yeah, a two-lane highway uses comparable real estate to a double mainline and the highway can easily go over and around terrain that a rail line would need to excavate or tunnel through, or would necessitate a longer route than a road to get past.

Depends on what cargo. Trains like you order loading hundreds of full cars going to one point. If you sending single can (or God forbid smaller cargo) it cheaper and faster to just send truck from door to door than bother with multimodal delivery using railroad. This is how things are generally in the Europe. And big part of it that road transportation has closer approach to free market, roads are monopolistic but car companies operating over them are not. With railroads you have monopolistic track and monopolistic company operating over this track and have to deal with their bullshit.

Literally yes because the railway companies pay for them while trucks only pay a part (if at all) of what their road usage costs, while the bulk is paid by the taxpayer.

It's not only about real estate. Roads are expensive, are damaged practically only by trucks and time, and are as subsidized as they can possibly be without drivers rioting because of the gas tax. There is nothing free market about roads and long haul trucking would be a very-last resort if roads were tolled as much as they actually cost for a truck to drive on. I feel like this ignorance is because roads are "ours" and are bundled into other "our" infrastructure projects and rail is just "someone else's" infrastructure, It just so happens that we all use roads.

At least in the US, yes. Famously so. There were wars between railroad companies to install them and cut off rivals; work gangs from differing firms would even fight each other in the desert.
