Here's the problem: If you use a Vespa scooter as your primary mode of transport you likely live in a city. That city is covered in cobbles or pave or whatever you want to call it. Essentially centuries old stones that are so slippery it's fucking insane. So the best option if you live in the central city is to ride a wide tired bicycle when the cobbles are slick as snot.
Riding one of these raises the center of gravity significantly and changes how these feel. they go from nimble and tossable to top-heavy. Plus when you are in the rain you're going to be wearing a jacket and a helmet so as long as you have tearaway pants to add to the commute you don't get wet.
In reality my city was dead flat and a Piaggio/Vespa could be skipped. The best combo was Fiat Panda and a bicycle.
