Is the concept of toll roads flawed? They are meant to move traffic from suburban/residental onto actual motor ways. But instead because everyone is a cheapskate you get more traffic on the free roads and the paid motorways are empty.

My route to work is 10 minutes longer if I take normal roads even taking into account traffic, while the toll road costs $10 one-way. For such tiny savings its just not worth it.
