Just get a shitty steel frame, 70s style are slim like that pic and still weigh less than 10kg, remove rust by sanding or using antioxidants, then buy new tires , 700c is current standard but check the fre, older frames tend to support smaller wheels so maybe it would be 26" inches. Prime it then paint it with whatever color you want, spray pain is sufficient
You can go with a fixie, single or freewheel or gears. I like single but you are stuck with one speed alone although the advantage is less complexity because there are less mechanical issues
