Justifying a 1k+ ebike for a flat, 1-2 mile commute is a lot harder, and you can get a scooter for half the price- but at that point an un-powered bicycle is going to be even half that and is still pretty awesome.
Scooters honestly seem way better in urban environments, for cost and convenience. I see way more of them in cities.
