Maybe because when the game came out it was mid-low budget game so they didn't put full effort.
I remember that at the beginning the design of the buildings was very ugly, only later when the game succeeded more than they thought they put more effort to it and of course mods add a lot but there are still reminiscent to the old buildings because they are still exist.
I think Transport fever 2 has the same problem merging lanes.
