Incidents can and will always happen. In this case, it's mostly the fault of the pilot. When clearance was given by ATC, it was clearly identified the Southwest plane was cleared for take off and that there was traffic on a 3 mile final. That's code for "you can go, but you have to fucking move it". Southwest then proceeded to take its sweet fucking time moving onto the runway, line up, and start moving. That is what caused the near miss. If they'd moved when they were cleared, then the FedEx flight would have landed behind them without issue.
If you think that's dangerous or not possible to comply with, listen to the ATC at an actually busy airport like Chicago, Atlanta, London, or Singapore. Instructions like this are not just possible, not just safe, they're routine.
